The purpose of this paper is to analyze how the performance of the implementation of district government services in the city of Cilegon. To measure the performance of policy implementation, the authors use two indicators namely first, the policy output indicator consisting of coverage, bias, access, frequency and service delivery as well as the suitability of the program to the needs, second, indicators of policy impact namely initial impact, medium impact and long term impact. The research method used is a qualitative approach with primary data collection techniques and secondary data, the research locus is in Cibeber District, Cilegon City. Based on measurements that the performance of the implementation of public service policies in public sector organizations Cibeber District Cilegon City has been running effectively. This can be seen from the policy output indicators consisting of coverage, bias, access, frequency, service delivery and program suitability with the need to show effective indicators even though the indicators of access to participation in policy/program socialization activities, mechanisms, procedures and procedures of the public get service. While the impact of service policy based on the initial impact, medium-term impact and long-term impact shows the performance of the implementation of service policy has been running effectively and in accordance with the vision and mission of Cibeber District, Cilegon City.

This study discusses the interactions of collaborative governance actors in the revitalization program of the Banten Religious Tourism Area. The purpose of this study is to show the factors that influence the cooperation of local governments as well as analysis of the interaction between local government in the Revitalization Program of the Banten Religious Area. The research method is qualitative descriptive with interview and observation data collection techniques. Data in this study were obtained through primary data and secondary data. The results showed that various factors such as commitment, identification of priority needs, the process of integration and harmonization, participatory and institutional models supported the success of regional cooperation in the revitalization program. The interaction between regional cooperation policy actors in the Revitalization Program of the Old Banten Tourism Area in Serang City at the implementation level has run well, although there are still problems, which include interactions that are indirectly influenced by systems such as politics, economic and social systems. Problems also include the behavior of elites and officials who lean on certain groups.

This study aims to describe and analyze the empowerment of communities through the Rural Infrastructure Development Program (PPIP) in Improving Public Welfare Wanasalam District of Lebak.From the results of this study concluded that the Community Empowerment through Rural Infrastructure Development (PPIP) in improving public welfare Wanasalam District of Lebak has implemented 10 (ten) of the 12 (twelve) principles proposed community empowerment in Mardikanto Dahatma and Bhatnagar (2013: 106), then through the Community Empowerment for Rural Infrastructure Development (PPIP) in improving public welfare Wanasalam District of Lebak not carry two (2) principles of community empowerment which principles of community development cooperation is based on the analysis of the participation and empowerment of the principle of democratic society based on the analysis in the application science, this is due 1.Less public's understanding of the meaning of community empowerment and the existence of the Rural Infrastructure Development Program (PPIP), 2 Lack of socialization given by the community facilitators and institutional devices village in providing information on the activities and the lack of public awareness both as individuals and members of society concerning the conditions and environment, 3 There is a culture of compliance citizens against warlords (formal and informal leaders) that affect people's attitudes in policy decision making.

The purpose of this study was to analyze how the typology of policy formulation solutions in solving public problems and how to model public policy formulation of development planning based on public participation. Research method in this research use qualitative method. This research was conducted in Wanasalam District, Lebak Regency, exactly in Cilangkap Village. Data collection techniques through interviews, observation, documentation and review of documents from various sources and references. Data analysis techniques performed through data reduction, data presentation and data verification. The results and discussion in this research there are 5 (five) solution typology in solving public problem that is: 1)Inducment, policy step that is persuading or pressing over certain issue; 2)Rules, policy measures that emphasize the establishment of rules in the form of regulations that must be adhered to by the community; 3)Facts, policy steps in the form of use of information paths to persuade target groups to want to do something that is considered to solve the problem; 4)Right, policy measures in the form of giving rights or duties to the community; 5)Power. policy efforts in the form of additional weight of power caused by certain demands. Then, the process of modifying the formulation of a public-based rural development planning policy requires synergy between the village government and the community through policy recommendations to the formal policy actors in development planning forums and citizens' debates. The synergy of the three components within the framework of modification of the policy formulation is a continuous process called input (consisting of public choices), the policy process (through Musrenbang and Rembug rakyat forums) and output/outcome (policy formulation of public participation based development planning).

The purpose of this study is to discuss the innovation of digital public service policies based on the process, integration, and impact on public sector organizations, namely village governments with a research locus, namely Kubang Jaya Village, Serang Regency. This research uses a qualitative case study approach with data collection techniques using interviews with eight informants consisting of elements of village government officials and the community. The analysis technique used inductively is data analysis that is carried out when qualitative researchers build patterns, categories, and themes from the bottom up (inductive). The results of the study indicate that digital public service policy innovations in the public sector organization of the Kubang Jaya Village Government, Serang Regency have been running quite effectively, especially in the process of service policy innovation and the impact of service policy innovation. However, in the context of the integration of service policy innovations, it is still not fully effective due to the low response of the community in accepting service changes, the low level of education, and the lack of public knowledge about technology. adaptive policy as a response to the problems of citizens who have low ability with digital technology.

This study is focused on the philosophy of Sunan Gunung Jati's petatah-petitih (proverb) and the contribution to the Kuwu (leaders at the local government structure/ village chief) ethical leadership in Cirebon Regency. The material object of this study covers the philosophy of petatah-petitih written by Sunan Gunung Jati while the formal object is social philosophy concerning the local culture. This phenomenological study aims to uncover the insight of Sunan Gunung Jati's philosophy and social phenomena that explain the research problem. This study seeks to examine three things: (1) what is the philosophy of Sunan Gunung Jati's petatah-petitih?, (2) how is the ethical leadership of Sunan Gunung Jati?, and (3) What are the contributions of the philosophy of petatah-petitih to Kuwu ethical leadership in Cirebon Regency?. The findings of this study underline the strong influence of Sunan Gunung Jati's petatah-petitih to the leaders at the local government structure in Cirebon Regency. The moral values in the Sunan Gunung Jati's leadership system are implied in the petatah-petitih and leadership behaviors. The values of the petatah-petitih encompass noble teachings that must be possessed by a leader. The values are broadly categorized into four groups, namely the teachings on faith and devotion, teachings on wisdom, teachings on discipline, and teachings on manner and politeness. These four teachings can be grouped into philosophical ethics in the form of theistic ethics, personal ethics, and social ethics.

Kebijakan pendidikan selalu menjadi sorotan nasional karena menjadi ujung tombak dalam men-design peradaban Bangsa Indonesia. Kebijakan mengenai sistem zonasi khususnya pada proses penerimaan peserta didik baru merupakan kebijakan yang baru diimplementasikan. Terdapat berbagai permasalahan seperti adanya maladministrasi dan calon siswa tidak dapat memilih sekolah sesuai keinginannya yang berdampak pada hilangnya semangat bersekolah. Hal ini butuh adanya tahapan evaluasi kebijakan untuk dapat mengetahui gap yang ada dan merekomendasikan solusi sebagai alternative kebijakan. Penelitian ini menggunakan metode deskriptif kualitatif. Hasil penelitian menunjukkan bahwa timbulnya permasalahan baru pada praktik kebijakan sistem zonasi pada proses penerimaan peserta didik baru di sekolah menengah atas negeri Kota Serang. Oleh sebab itu mendorong seluruh stakeholder kebijakan pendidikan menengah atas Kota Serang untuk bersama-sama memiliki komitmen merupakan suatu keniscayaan.

This article discusses the strengthening public participation in the countermeasure and prevention of coronavirus disease-19. The main issue in this study is related to the complexity of the problem to counteract and prevent Covid-19, such as the existence of a gap between planning and objectives in government policy instruments, lack of public participation, and awareness in supporting government policies in preventing Covid-19. Preliminary observations made by researchers indicate the importance of examining research issues using dynamic governance theory and policy instruments. The research was conducted using a qualitative descriptive approach with data collection techniques through interviews, observation, and documentation study. The preliminary findings of the study indicate that the implementation of dynamic governance capacity, and public participation in the countermeasure and prevention of Covid-19 has not been fully implemented due to several factors, such as the inadequate capabilities of public sector organizations, internalization of government organizational culture and problems of community participation. Therefore, it is necessary to encourage strategic policy instruments through the dynamic governance concept approach to support the success of the countermeasure and prevention of Covid-19.

The purpose of this community service activity is to co-ordinate with the community in developing innovative and participatory development planning policy formulation in a sustainable manner to produce the document as reference and recommendation of RPJMD and RKPD. The expected impact factor is to encourage the strengthening of the capacity of villagers both individually and in groups through the active participation of the community by utilizing local potentials and resources so as to generate village development planning cadres and transforming them into development policy actors as the subject of policy formulation. Strengthening Community Capacity-based innovation policy formulation is implemented through the following principles: (i) the community is the main actor of the development planner and is positioned as the decision maker / policy maker; (ii) prioritizing the values of local wisdom included in social capital in accordance with social, cultural and geographic characteristics; (iii) village governments are facilitators who facilitate village communities in developing innovative development planning policy formulations. The method used is Participatory Rapid Appraisal (PRA) or participatory village appraisal. The results of community service activities run in accordance with the predetermined plans. The stages of advisory activities are running well from socialization, observation and survey, identification, problem solving analysis and preparation of development planning documents to be handed over to village government as recommendation / reference materials for the preparation of RPJMD and RKPD.
